Err, I think that's rallycross. SCCA have long since stepped away from rally.

But still, contingency is good however it happens.

I don't quite get the article. It looks like some car manufacturers are giving out small cash prizes for winning amateur races? Why are they called contingencies?

There aren't any now, but Bridgestone used to have contingencies for using their tires, and Williams for harnesses, Sparco for seats and Hella for lights. Not like it would add up to a (Pro Rally, not rallycross) entry fee even if you won, but any little bit helped.
