The seat rest speakers in my 94 miata are shot. Anybody know of the best yet not to expensive option is to replace?

Not sure if it will fit your definition of not expensive, but here what I put in my Miata a few months ago. They are good.

You can also stuff a pair of most any 3.5" aftermarket speakers in there, I put some infiniti 3.5" in my driver's side seat and it made a huge difference in the capability of hearing at highway speeds with the top down.

Headrest speakers? I think I picked up some Blaupankt 2.5 or 3" speakers on eBay this summer for super cheap.

You'll need 2x Blaupunkt PCx352. It ran me about 50 bucks with shipping.
