I happened to be doing some research on fastener torque for the engineering firm where I work and remembered a string of emails from the early days of the club list server. The discussion revolved around the practice of applying anti-seize to wheel lugs. Here is a link to a web site with a technical article on bolt torque. The basic rule is that if the torque value is specified with dry threads, you must de-rate the torque value if you use lubricant otherwise the bolt pre-load tension will be too great and may exceed the bolt strength.
Bolts are "best" when torqued to 75% of their proof load. Using lubricant can easily increase the bolt tension by 25% causing the bolt to be near failure.
