Couple ideas....
(1) Check what the listed system requirements are for the version of Windows Media Player that you are trying to install. Maybe it requires a specific service pack level or other type of patch?
(2) Also, if you have the Win 98 install CD, you might look and see if the file exists on that CD. You may need a program that is able to open CAB files (I think that is what is on the Win 9X CDs). If you find it on the CD (in a CAB file) you might be able to extract those files.
(3) Quick Google search finds this...

Basically mentions that this might be caused by the installation of software such as AngelPotion, DVDIt or ULead software and is not a Windows Media Player problem. Not sure if that is the issue for you or not.
It has been so many years that I have dealt with a Win 9X OS that I am pretty out of date. Once I moved to NT 4.0/2000/XP I haven't looked back.
