Matt - I've done the same thing numerous times, as buyer and seller, and the way that has worked best for both parties involved is for the seller to hold the title until payment clears. The buyer drives the car away with a bill of sale, the seller holds the title until payment clears, then sends the title to the buyer. Without the title, the buyer cannot register the car, and the seller has recourse for any non-payment issues if he keeps the title. Depending on the buyer's state, he should be able to pick up a temp tag today, before coming for the car, as long as he gives his local DMV office the information they need, like VIN, (etc?). Otherwise, the buyer might have to drive the car home with a tag from another car and avoid doing anything to attract law enforcement - even then, with a bill of sale and reasonable explanation of out-of-state purchase situation, any law enforcement situation shouldn't be a major issue.
