Yes, GM did us all a great service by hosing up the Diesel, but California is probably the biggest obstacle to the Diesel making a comeback in the US... They believe Diesels are akin to the Devil and must be stopped.
Used to be that CARB (California Air Resource Board) was a rogue organization that created extremely strict air quality standards in the spirit of making the air in LA 'breathable'. Turns out they continue to generate legislation that adds lots and lots of cost to Diesel engines and Diesel powered equipment. And, more and more states are following their lead...
They are right now in the process of finalizing regulations that will, for the first time, regulate the emissions of off-road construction equipment that is CURRENTLY IN SERVICE. Compliance will be the responsibility of fleet owners and will drive significant additional cost in the form of engine transplants, fuel system upgrades, retrofitted aftertreatment and the purchase of newer equpment with lower emissions.
Despite all the obstacles, many of you probably are aware there will be a slew of Diesel powered vehicles hitting the market in the next 1-2 years (Honda, Cadillac CTS with Isuzu engine, GM 1/2 ton trucks w/all new V8 Diesel, Audi, VW, Mercedes, BMW etc)...
I, personally, believe Diesel is a no-brainer compared with gas-electric hybrid powerplants. Perhaps if the new crop of Diesels are 'successful', US perceptions will shift toward common sense...
