I am assuming you mean the fin on the rear deck? It remindes me of the 1994 Penske that had the push rod Mercedes engine. The plenum was high on that engine so they had to push the rear deck up high. And I think to stablize the airflow prior to the rear wing they put a shark fin along the rear deck.

Other cars that didn't have the high plenum tried this later on. It just resulted in a larger fin and smaller hump for the engine.

Meh, I got sidetracked and didn't finish my thoughts. I think that it's remarkably similar to the old Jaguars that had the fin right behind the cockpit. After a little more googling, Honda instituted a similar wing when they took their F1 car to Bonneville. I just think that it's neat when teams take a look at the past as inspiration for the future, especially now that they have the technology to analyze the aero in a controlled environment.
