1953.. the year my father passed the NC Bar. I would mention this to him this weekend, but then he would get all frustrated since he would want to look it up in the law books he gave away last fall, and he doesn't deal with computers at all.
Seems to me this was aimed more at moonshiners than street racers. A convenient way to confiscate moonshiners' cars and give the law something fast enough to chase down the next rest of them.
Speed potential might also be interpreted to mean acceleration potential.
