Is the problem Outlook or your computer? What type of extensions do you have installed in Outlook (Google will tell you how to review that and disable if you have mysterious stuff going on). How recent are you regarding virus and malware scanning?
Without knowing more, I would either let Outlook archive stuff, or (what I do) create per time period (yearly for me) archives for email that I want to keep but don't need immediate access to. Those archives can either be live (connected to outlook), or you can disconnect them once older messages are in the PST files. Then I reconnect/disconnect them as needed, but only keep recent/actionable emails in the main PST file.
