Where do I start? As noted in my post on pg. 2, the rule for placement of humps then was that they were not allowed on streets having traffic counts more than 4,000. The city count was 4,120, which was several hundred lower than DOT's. The second glaring rule infraction is that the petition form must contain information on impeded emergency response times--it didn't. Thirdly, none of the humps anywhere in our "Midtown" area meet the city drawings for maximum height andf profile (rise / fall). As a result of several citizens' harrassment, the latest revision of the NTMP rules has a revised traffic count max of 10,000! Talk about locking the barn door after the horse has escaped! Raleigh has been saddled with an incompetent traffic calming staff and a city council that refuses to correct past mistakes.
