The seller's signature is typically the one that is notarized, because it's releasing ownership of the car to another person.
Should be spelled out on the back of the PA title how what needs to be done, that or PA DMV website probably has some info on it.
As for the license plate + insurance- there are several ways to do it.
If it's going to be strictly a Rally car (i.e.- not licensed for street driving), then you could probably just use the tag from another car to get it home, keeping in mind that IF you get caught, you'll probably get a ticket. But there's no good legit way to do it IMHO.
As far as insurance, I'd call your agent and tell them you're adding a car to your policy and they should be able to do that over the phone- they don't care if it's titled/licensed at the time- in fact, you want to get insurance coverage before titling/licensing the car anyway.
Rally cars have to do transit stages, so they have to be registered to drive on the street.
Also, I always call my insurance agent and give him the VIN before I pick up a car, even if it's just leaving a phone message on a weekend. He's ok with that. I plan to discuss the whole deal with him before we go get it, just wondering what other rally car owners are doing for coverage.
So, bill of sale (I always get one of those) and get his signature notarized, but ours don't matter. Anything else?
