Pete, you have your F1 eras mixed up a bit. The high rev (close to 20k rpm) v10 engines have been gone for awhile now. The current engines are rev limited (18k rpm) 2.4l na v8 engines. They are switching to 1.6l turbo v6 in 2014. Power will be limited by fuel flow restrictions.
But in general you are right. The old turbo cars made much more power than the new cars, but I think the newer cars hold the track records due to better aerodynamics (lower drag and much higher downforce). Modern cars with the old turbo engines (1500 hp in qual) would be scary fast.
