Is it a tii? I'm not a BMW guy, so if there's some way to spot that from the picture, I don't know what it is.

No, it's a 71 2002, though there's no real way to tell from that pic if it were a tii. . I think tii's would run in ITA (??).

It's got a honking 2 barrel weber carb on it, probably cranking out around 100hp at the flywheel on a good day.

It should do better than that since a GOOD FF1600 pushrod engine with stock cam and compression and two barrel carb is typically good for about 115 or more at the flywheel. Torque also about 115 in round numbers. Engine design even older than the 2002's.
