Tarheel Sports Car Club with a combined top 10 RAW and PAX time of 1629.736 seconds.

2nd - 4th were as follows:

2nd -- Triad Sports Car Club (1646.225)
3rd -- CCR-SCCA (1691.855)
4th -- Highlands (1747.883)


I don't have a way to convert my spreadsheet to html so I made a pdf file you can download to see the top 10 RAW & PAX times and drivers from each club. You can download it here.
