That would actually be an interesting experiment.

Maybe instead of having it completely wiki-style: someone would post a new rule (or class), which would be followed by an anonymous vote for x number of days. The vote approves/disapproves the rule with no intervention by anyone in charge.

I never said the SCCA should require money for the use of their rulebook. I just said the club could take the initiative to help support it. Without paying customers Red Hat would have never gotten where they are, you know. Sure, plenty of people use it for free, but they have no more right to complain about it than non-SCCA members have to complain about the SCCA rules, either. ;)

Unfortunately, writing rules for racing and writing software aren't directly analogous. That said, a TH experiment in doing rules in a different way would be fun. I might be part of the way SCCA does it now, but that doesn't mean I don't think there's a better way out there...
