Yes I personally told Cindy and Howard about it last year.
They won't go out and persue a site, a club has to apply for an event with a site secured. They run Peru themselves after the club that used to host it dropped out and there was still a strong demand for it. All the mechanics were already in place and there were local people willing to do the detail work as individuals.
