If you want to drive twice, then you should work twice. It shouldn't be a "special" work assignment either.
Also, I fail to see how the workers aren't working harder/longer. If 5 people in the same heat opt for the extra runs those workers now get to be out there for an extra 25 runs (assume 5 runs), that's probably an extra 10-15 minutes. For those workers, that could mean the difference between dry runs and wet runs when an afternoon shower rolls through.
I think there would be reasonable demand for "two events" in one day. Run an AM event, break for lunch, and run a PM event. If you want to run them both, then by all means do two events (and pay twice). If you want to sleep late, then do that and just run the PM event. Want to be home in time to mow the yard, then run the AM event.
BUT, there are specialized jobs that people do (timing and scoring) which will be required for both events, and we need officers onsite for both events. That means more work for the folks who actually make things work, and I'm not sure any of them really want more work.
