Seems like weaker brakes would be an advantage for AX, could jump on them without lockup/flatspotting worries, kinda like having ABS without ice mode issues.
10# of unsprung weight reduction per corner is huge! Could always put harder pads on the new brakes to reduce their effectiveness. We noticed an appreciable difference when we changed to 4# lighter wheels. IMHO the 1/2" increase in wheel width would only has an impact if they allowed you to put on a tire with a significantly larger contact patch, which I don't see as a real possibility (don't you have a width limit?), most any tire you could use on the wider wheels would most likely fit on the 1/2" narrower wheel as well. Many of the stock class Hondas and M1 Miatas stuff obscenely wide tires on narrow wheels.

I vote A. I have aluminum 2 piston PBRs with factory rotors on the Vette trying to stop a 3400lb car. Miles has the upgraded brake kit on his 91. They make a difference and that is only a slightly larger caliper/pad and 1" larger rotors. If I had a choice I would go with Brembo/Baer/Wilwood 6 piston fronts and 4 piston rears in a heartbeat. Unless I could legally jump from 17x9.5 to the 17x11 rims and larger tires I wouldn't get excited about a 1/2" larger rim.

Some of the other cars here are a fair bit lighter than your WRX no? Doesn't that car come in around 3200-3400lbs?
Also what do you think of Dan's STi with his brakes?
Does his STi stop better than your WRX?

My WRX is 2950 w/o me and all the other STX cars are way lighter.

The STi definetly has better brakes, but they have upgrades in areas that we can't touch. Master Cylinder and ABS. My car with the same brembos but with the shitty WRX MC and ABS system wouldn't be as good braking as the STi.

We decided to go ahead with the brakes for now. We might just splurge on a set of wheels anyways depending on how contingency $$ turns out :)
