I'll have a look around tonight and see if I can find it. I don't have high hopes though. It was several PC's ago when I chaired that rally and I might not have archived it. I don't think I have the hard copy stuff any more. Anders might have something since he was the rally VP at the time and really helped me get that rally put together properly.
From my experience these things are harder to organize than you might think. The other problem is if you organize it you can't really participate. If someone takes on running one I would give you this advice.
1. Keep it as simple as possible. Don't try to run a TSD that would make the SCCA national TSD folks happy.
2. Don't include tricks and traps in the directions. Since almost all the participants will be noobs it needs to be EASY. Traps and tricks will confuse the heck out everyone. Everyone will get lost enough without any help. And in the places you least expect it.
3. Start and finish at the same spot. At least that way when folks get really lost they will know where to go for beer and food at the end.
4. Make sure that where you end the rally at serves beer to calm everyone's frazzled nerves.
