Unplug the trailer wiring, and see if there are running lights for the van, if not, then it's likely not an issue with the trailer wiring.

Since the brake controller is spliced in at the front of the bus I was hoping that the the splice for the trailer running lights was also at the front and that the splice was broken. Since the splice is at the rear then I agree that it is not the trailer running lights splice.
The fuse is good and if the manual we have is correct there isn't a relay.
So it is either the switch or a connection very close to the switch.
I was going to test the switch but it is not easy to get to and I was afraid that I might break the dash panel trying to get at the switch.
If the switch is not bad then it must be a loose connection or broken wire. That's going to be hard to find since the manual does not have any diagrams of the locations of the physical wires, connectors or harnesses.
