ok found an inspection place Triangle Auto & Truck Repair. apparently we have taken our bus to them in the past. Hwy 55 in morrisville.

state inspection: $9.10

all trailers below 10K GVWR require a state safety inspection.
any trailer over 10K not deemed recreational (dressing room / sleeping quarters, or travel trailer) requires a federal DOT sticker.

it would seem there is room for interpertation on the law.
