BINGO! give that man a prize... Unfortunately the people that make the rules are politicians not engineers and tend to believe the skewed statistics of their campaign contributors and lobbyists. Besides it's PC to be pro environment even if it's a bunch of hogwash, take the global warming bandwagon as a perfect example.
Back to the acetone in the gas: I wouldn't doubt for a moment that there could be a measurable increase in gas milege right after adding acetone for the same reason dumping in a can of injector cleaner (probably the same acetone major ingredient...

) works. The solvent properties cleans out the fuel passages/injector nozzles. However the benefit would be short lived and not be proportional to the % acetone added.
