You could have parked it in VK neighbor's trailer.

Says what? Did they go over it with an e-nose looking for CO? Is the ECU throwing a DTC? Unless there's a visible hole or a CEL, there's no reason to fail inspection. (other than a shake-down for the "repair" cost)

Take it to any quick-lube place that does inspections.
Be sure to tell them there was a problem and you fixed it. Otherwise they get dinged by the DMV.
When you fail at one station and pass at another, it throws a flag. If they make a note repairs were made there should be no problem.

I was a state inspector for a couple years. Saw crap like this all the time. If you follow the book, the inspector has to visibly see a hole or feel exhaust leaking with their hand to fail the vehicle. If you have checked and found nothing, another inspector will likely find the same.

Quality Inspections has always done right by me. I don't mean they pass something that should not pass but don't try to tell you that 2 month old wiper blades are bad etc.
