Does your manual cover 05-09? If so, would you mind looking to see if there is a way to turn this off for now? Once I get the summer tires installed, this will be active again. The TPMS did help once on the 07 mustang, so even with this basic system, it still helps.

I can't imagine why that system would need a 25amp fuse.

I looked at lunch time and as I suspected there is no fuse that is labeled TPMS, or anything similar.
