Car: 1997 Buick Centry Limited 3.1 with dual zone climate control

Trying to help a neighbor out with their car.

Problem: Last week they came home from a long trip and when the turned the car off the blower motor kept running. He unhooked the battery cable and next day asked for my help. When we reconnected the battery the blower still runs constantly and the fuse to the A/C blew. Replaced fuse and it will blow cold and run well, untill you turn the car off, then the fuse blows when you crank it again. I have ran into the blower motor problem before and I picked up a blower motor resisitor, no change still runs constantly. I replaced the A/C relay and that didn't fix anything. With my test light I am finding a constant 12v coming into the blower motor at all times. I am basically stumped at this point beginning to wonder if there was a short in the ignition switch of some point but I truley am guessing at this time. Any ideas?
