Yeah, and the best part is, it's "free" as in, it's a regular city bus, so you can use it if you bought a 3-day unlimited BVG (Berlin public transport authority) pass.

You'll be fine without a car in Berlin. I might even go as far as to say you'll be better off without it. Parking is tough or expensive or both, hardly any dedicated parking garages, plus the dense city traffic--you'd be worrying more about the car than enjoying the city.
As about accessible hotels, public transport is everywhere. BVG used to have an ad that said you needed to walk a maximum of 500 meters (0.3 mi) to any of the numerous bus, tram, subway, and city train stops. Each stop has a schedule and a route plan, also listing transfer points to other lines.
To minimize the time you'd spend getting to the places you want to visit, try and pick a hotel in either one of these districts: Charlottenburg, Tiergarten, Mitte. Schoeneberg, Prenzlauerberg, and Wedding are also close enough. Hotels in these less posh districts might be more affordable.

Berlin is a safe city, and no matter where you are, you can walk at any time of day and night, and not worry.
