That looks like the same place Mythbusters does a lot of thier testing.

It's the Marine Corps Airstation MCAS El Toro California, now closed. I worked with the Marines there for many years. It literally has miles of concrete

It was clear to me that the message was that stunt driving and recreational Segway driving CAN take place on the same course regardless of what the Naysayers say.
