anyone know if you can request contact information from the DMV/tag office based on a tag number? I want to try to contact the owner of a car I saw abandoned on the side of the road to see whats wrong and if they'll sell it cheap.

nevermind.. found the request form with the list of valid reasons they will disclose information.. i'll wait and see if it gets towed and try to contact the tow company..
