First, even the mount makes you truly *illegal*. My guess is that the slotted struts and gutted cat were on the car, and are also illegal. Not that it matters much now...
As for Tom, he doesn't want to cheat to win, and if he does, more than likely someone will catch him for it. You have no clue how much time National level people put into knowing the illegal performance mods on competitor's cars. Especially ones that would be 'hard to detect'. Hell, I know of things that the Civic boys in STS think are undetectable.

How do I know? I didn't buy a Honda Civic factory manual just because I own the car. It has become very helpful.
As for parts that 'should' be replaced with non-factory replacements because they are a POS, ask Vincent about the twice a month wheel bearings he replaced on his Cavalier, because he knew that the OE part was crap, but he wanted to stay within the rules.
