According to the guys at VMSC, the track just east of Richmond was approved by the New Kent Board of Supervisors 3-2. They report that it should be ready by 2007, and has an autocross/skidpad surface in the middle of the track as shown on p. 4 of this pdf: http://www.baskervill.com/pdf/motorsports2.pdf
