At the 2016 Nurburgring 24hr race, they went from sunny conditions to full on hail storm within a few minutes. Race cars on slicks unable to move at just about any speed. Race was red flag for a few hours.

Real time video showing how quickly it turned bad. If you don't want to watch it all, fast forward to around the six minute mark to see the peak of the storm...

I'm laughing in tears @1min... all the well choreographed 360's off the wall. Skip to 10:45 to see the ice rivers across the track/road after it all stopped.

The color commentary in German is pretty interesting as well! And at the end of your video it looks like it was bone dry in the pits and rivers of ice on the other side of the track!

That's part of what they were saying, it's not raining over there, but then, the ring is 25km.

As big as it is, I "think" much of the video you linked showed the gravel trap at Aremberg which isn't terribly far from the pit on the GP track. The bad ice/hail storm seemed to hit the far side of the track. I remember going to watch a SCCA race at Mid Ohio in the 1980's and it was raining like crazy in the turn nine area with car after car going off and dry on the rest of the track.
