Does anyone here work at the DMV or know of a competent DMV employee. I have a car that they apparently don't know that I have and I need to get the issue resolved.

If you owned it in the past (more than 90 days ago) download MVR-46F and send it to the DMV according to a DMV (not plate agency) person I talked with last summer. If it applies the hardest part (not hard) is your signature needs to be notarized.

We filled that form out last year at a DMV office. This year we still didn't get a tax notice or a renewal form. Im not sure what is missing but Id like to fix this issue for good.

Jason, give a call to the DMV Headquarters: 919-715-7000. They are surprisingly helpful. - AB

I called them to resolve an issue with my motorcycle where I wasn't able to renew the registration because it was tied to my old bike somehow (plate transfer). The guy on the phone had me squared away in 2 minutes.
