A few weeks ago an uninsured motorist pulling and untagged trailer cut me off going about 15mph and impacted the left front wheel of our BMW e39 Touring with the right axle of the trailer. Cosmetically, there is one small scratch, front bumper sags, and the wheel is scuffed. In order to drive, I have to have the wheel cranked about ~1/3 turn to the left. I took it to Haddock of Wakefield. The cosmetic stuff is cheap (~$800), but the shop wants to replace the steering rack, tie rods, etc. for $4,000. My insurance is supposed to cover it under my uninsured motorist policy and then pursue legal action against the uninsured at fault party.
The adjuster wants a second opinion which I can understand, but said that if the damage was truly $4,000, that they would only pay about 50% of the parts bill since the current parts are depreciated (150K+ miles).
Can an auto insurance company not pay full price for parts?
As an FYI we had our car repaired at Haddock in Cary. The first time they reused the hood and the gap was horrible and when I asked about it they said that they would have to use a new hood to get the gap to fit correctly

I told them that since I would be paying the higher premiums anyway they needed to fix it correctly. When I got it back I will say that their paint matching was great, their paint job was good (a couple of thick spots but no runs), their attention to detail sucked. Some of the trim gaskets were not put on right and they put in about 1/2 of the fasteners that hold on the undertray.
Just an FYI
