I can't believe that no one mentioned the easiest way to get a tank re-certified. Just stop at the self service section of the local Home Depot and return your out of date tank and pick up a newer or re-certified tank. Many of the tanks in circulation started out life as someone's store bought tank. This even works if your tank has the old style valve (like the ones on my camper). Once you have a usable tank you are able to fill at Costco (under $11) or many independent retailers.
The tanks must have a date stamp that is under 10 years past or they have to be hydrostatically tested. The last time I had a tank re-certified it was done for a nominal charge at the local propane service headquarters, but that was a very long time ago (before self-service propane).

That's how I got screwed, I turned in a 'big' 20lb tank and got a 'small' 20lb tank. So now when I go to True Value to get it filled I still pay the same even though I'm getting less.
But in my case the tank that was traded in was not in need of being re certified....I just needed gas fast and didn't know Blue Rhino was selling small tanks for the same price as bigger ones.
