Cline should probably answer this but I think the answer is yes, even if they are not authorized although some may be abated by age and where. For Example, if you have a Swimming Pool that has no fence and the 3 yo neighbor kid comes over and jumps in without reading the "NO Trespassing" sign you are liable for having an attractive nuisence. The reason you are supposed to ask for the proof of WC and bonding from contactors is to ensure that they have insurance to cover on the job accidents - otherwise you may be responsible for Sanchez or Smith or Williams or anyone else who is injured.
This reminds me to see what my umbrella covers.......
