I discussed this with my CPA who hadn't read the bill since its the official IRS rules that'll matter, and they are far from being issued. It was her opinion there's zero chance of the bill being implemented as described in the article as its obviously impractical.

Bills in particular are magnets for this because they're difficult to read legal documents, and since no one reads them and couldn't understand it if they did anyone can stand up and claim Bill X will kill your grandma and sell your wife into slavery and all the media will do anymore is interview two people for "both sides" of the story.
