I got two a couple of years ago from the Ag Center here in Pitt County. Call them and see if they still sell them. I think a paid about $50.00 each. They came with screens, a water faucet, and over flow tube. All the water drains out of mine.
I'll show you mine the next time you are here. I use mine to slowly water some ground cover that doesn't get much rain because of trees. I use a soaker hose to slow the release of water.
That's a great price at $50 per. I set up my rain barrel about 2 years ago. I bought an old liquid soap barrel from majestic solutions for near nothing and bought all the hardware from agri-supply. I had right at $40 invested in mine. I've use it to water plants and wash the car. You'll need to mount it fairly high up to get any kind of head pressure if you wash the car w/ it. Mine is mounted on 3 cinder blocks on the deck. That puts it about 4ft above the roof line of the car and pressure is very low, but I can get enough water on the roof to rinse it.
I'd actually like to get a second barrel and pair them. Oh as for bugs and 'skeeters, I placed some gutter cover over the top slot of the barrel. Keeps all the bugs and trash out via the screen and lets the water in. Works fairly well.
