Have links open new windows/tabs by default

This is something that has been driving me nuts on the forums here for a while. Can we change the templates or css or whatever needs to be changed to the links. If it's not apparent from the admin interface what needs to be done I'll volunteer to track it down through the docs.

It's pretty universal on web forums that this is the default behavior.

I already found the fix. See other thread from a year and a half ago :-)
