Race cars move too fast. You'd be in and out of range before your radio ("cell phone") would even notice. With marginally illegal, high power gear, set for rapid scanning, it's possible. But it won't be all that stable.

(That said, I have some old pre-802.11 breezecom gear that will work to about a mile. At that range, data rate would be ~1Mbps. I've never seen anything capable of jamming it. :-))

I'm pretty sure with an amateur licence I can dump 1.5KW out a radio on 802.11 frequencies as long as I keep it on channels 1-6. That'll solve that handover problem. :v
