The SCCA rule is that even if a cone is misplaced if ANY part of the cone is touching the box (which at National events are drawn about 1" outside of the edges of the cone) it's still considered in the box. Thus, if you stopped for an out of place cone that is not outside of the box, no re-run. - AB
I was actually curious on this one and read the book. It doesn't say anything about "partially" displaced cones and stopping for them, but it does say in 7.9.1 that "If the pylon is upset or totally displaced outside the penalty limit, two seconds will be assessed." That's obviously talking about penalties for hitting cones, but it seems relevant when in 7.9.2 it says "A competitor encountering a downed or displaced cone on course..." To me that seems to indicate that any cone not properly inside the box could be stopped for even if it isn't fully outside. But I don't recall ever hearing about this situation in a protest shed, so it may have precedent some other way.
To me, at a local event, if someone stops for a cone they think is displaced and that sucker is reasonably moved from the box yet still perhaps touching it enough that it wasn't a penalty on whoever hit it, well, I'd grant the re-run and give the driver kudos for the excellent vision/memory/whatever.
