I thinks you are getting hit a bit hard for making a suggestions (and as Vincent said, actually offering a suggestion not just a bitch).
What Bernie and Wes say is correct, the problem is that people don't listen at drivers meetings and/or come up with excuses why they didn't report. Usually they are due to the fact they didn't listen at the drivers meeting, so they ran in the wrong run groups. Even I when I was a lowly novice actually went out to worker's station early because I came when I was called. I learned to wait and watch the cars in grid and report when the B line started down its last time. I went out a bit early at Danville too and OMG!!!! I worked through a whole line and one-half of the earlier run group

We can use a wheel, a square, a megaphone, a flag, whips, DQs, and other penalties/notifications to encourage workers to work and there will always be a few that abuse the system. If the wheel helps novices like you who are trying to be diligent, then lets see if it works.
I like the idea of switching around the run groups so that our std group 2 sometimes runs 1 and 3 and the group 1 runs 2 and 4. That would help even out the worker assignments.

cause the guy with the CRX was saying that he got to work here because he had knocked over a bunch of cones and DNF'd.
