One of the things I would like to do to the Prelude is "add lightness". I have noticed some particularly bulky pieces bolted to the frame of the car that serve no structural purpose. Is it legal in STS to replace them with a lighter piece of custom construction? The only text in Street Touring rules I can see that might apply is "17.2.C - Any removal of factory trim". Does this count?

Nope. You left of the final caveat of rule 17.2.C (rub strips, emblems). Please refer to rule 17.2.F. You are not allowed to remove piece sand replace them with lighter pieces or custom fabricated pieces. These have to bolt onto the existing panels.
