Yes, an AP1 bumper bar must be cut on the corners to facilitate an AP2 bumper cover, otherwise it causes dimples to form in the plastic over time. See here:

i don't think modifying the bumper bar is legal unless it is "installed as directed by the manufacturer".
That being said, I have no plan's to protest you. the 2 ounces you shaved in weight is not going to make any measurable difference in were you finish. However the added weight from someone peeing in your car might.
